The particulars a tax invoice must carry

A tax invoice is a prescribed document, and a customer's input credit depends on it being complete. It needs your name, address and GSTIN; a consecutive serial number unique for the financial year; the date; the recipient's name, address and GSTIN where registered; the HSN or SAC code; description, quantity and value; the taxable value after discount; the rate and amount of tax split into CGST and SGST or IGST; the place of supply for inter-state supplies; and a signature or digital signature. Missing particulars are the most common reason a customer's credit is questioned.

CGST plus SGST, or IGST — the place of supply decides

The split is not a matter of preference. Where the place of supply is in the same state as the supplier, the tax is CGST plus SGST; where it is in another state, it is IGST. For goods this usually follows the delivery location, and for services the rules are more nuanced, with specific provisions for immovable property, events, transport and services to unregistered persons. Getting it wrong is genuinely painful to correct — tax paid under the wrong head has to be paid again correctly and then refunded.

Serial numbers, and when the invoice must be issued

Invoice numbering must be consecutive and unique within the financial year, and gaps or duplicates are exactly what an audit looks for. Timing is prescribed too: for goods, on or before removal or delivery; for services, generally within 30 days of supply. A separate delivery challan is used where goods move without a sale. Where a registered person buys from an unregistered supplier under reverse charge, the recipient issues the invoice.

Credit notes, not edited invoices

Once an invoice has been issued and reported, it is not corrected by editing it. A reduction in value or tax is made through a credit note, which must be reported by the prescribed time limit, and a credit note only reduces your liability if the recipient has reversed the corresponding credit. Keeping the original invoice intact and issuing the credit note against it is what keeps your GSTR-1 reconcilable with the customer's GSTR-2B.

What you file afterwards

Every tax invoice ends up in GSTR-1, which populates your customers' GSTR-2B and therefore their input credit, and the summary flows into GSTR-3B where the liability is paid. Because the department compares GSTR-1 with GSTR-3B, a difference between the two is a standard query. Depending on turnover, e-invoicing and e-way bill requirements may apply as well.
